Accessible Voting Options
Accessible Absentee Voting
If you are print disabled, you may request to receive an absentee ballot electronically to mark your ballot using an electronic ballot-marking tool. (See Code of Virginia § 24.2-103.2). If you choose this option for voting absentee, your ballot will be delivered by email and can be marked using screen reader assistive technology.
If you are interested in using this service to vote absentee, select the “print disabled” option under section 7c of your absentee ballot application. If you would prefer, you may apply to vote absentee online using our citizen portal website. Click on “Apply to Vote Absentee by Mail” then follow the prompts and indicate that you are print disabled and wish to use the electronic ballot-marking tool.
Accessible Polling Places
There is at least one voting machine accessible to voters with disabilities at each polling place. Voters with a disability should be able to vote in the same private and independent manner as a voter without a disability.
Virginia polling places, including early voting locations, meet state and federal accessibility standards. You can find:
- Accessible parking spaces
- Curbside - where needed
- Signs showing an accessible entrance and route in building
- Accessible voting booth with chair
- Seating available for voters waiting to vote
- Sufficient space for voters in wheelchairs
- Notepads available to communicate in writing
- Magnifier for election material and the ballot
Curbside voting and other assistance is available
If you require assistance in reading or completing forms, please ask an election official to provide help . You may also bring your own helper. If you have a physical disability, help is available. Please ask an election officer for assistance you may need at any stage of the voting process.
If you are 65 or older, or have a physical disability, you may vote on Election Day without leaving your vehicle. This is called curbside voting. If you would like to use curbside voting, make sure to use the designated parking space at the polling location and follow the instructions on any signage. Some voters find it helpful to bring a helper who can enter the polling place to ask an election officer for curbside assistance. You may also find it helpful to call ahead to alert the officers of election of the time you plan to arrive.
Remember, if you have questions, ask an election officer to explain your rights.

- Anyone who is in line at 7:00 PM, will be allowed to vote.

Absentee/Voting by Mail

To Apply to Vote by Mail, Complete One of the Following:
Paper Application
- Download, complete, print, and sign one of the following - signature needs to be handwritten, not electronic:
- Call 804-469-4500 option 7 to request an application to be mailed to you.
- Pick up a preprinted paper application in the Voter Registration Office, Pamplin Building, 14016 Boydton Plank Road, Dinwiddie, VA.
- Submit paper copies:
- By Mail to Voter Registration Office, PO Box 365, Dinwiddie, VA 23841
- In Person to at the Voter Registration Office, Pamplin Building, 14016 Boydton Plank Road, Dinwiddie, VA 23841
- Email to vr@dinwiddieva.us.
Complete all applicable portions of the application, including the last four digits of your social security number, and sign the application by hand. To change your address, or receive assistance with your ballot, please complete sections 7a - 7d where applicable.
Including an alternate form of contact such as a telephone number and/or an email address is advisable in order for the General Registrar to contact you expeditiously in the event of an error on the application or ballot.
The deadline to apply to vote by mail is 11 days before an election.
1. Open Envelope A and remove your ballot.
2. Mark your ballot using a black or blue pen.
3. Seal your voted ballot inside Envelope B.
4. Fill in all spaces on the Statement of Absentee Voter on Envelope B.
- You must include the last four digits of your social security number and your year of birth. (Only exception: If you were never issued a social security number, you must check the No SSN box and put your voter identification number.)
- If you are unable to sign, complete and return the Request for Assistance Form. Contact your general registrar’s office to have one sent to you at 804-469-4500, option 7.
5. Seal your completed Envelope B inside the return envelope. No postage is required.
- Insert any additional documents required into the return envelope, along with your completed Envelope B.
Important! Fully complete Steps 1-5 above. Failure to do so may result in your ballot not being counted.
Need More Help?
- If you make a mistake marking your ballot or completing your Envelope B, please contact your general registrar’s office.
- If you lose or damage your ballot or envelopes, please contact your general registrar’s office.
- If you are print disabled (blind, have low vision or impaired manual dexterity) and you would like to vote using an electronic ballot marking tool, please contact your general registrar’s office.
- NOTE: To use the electronic marking option, you must have access to a computer, print your ballot, and return it by one of the methods listed above. Your general registrar’s office will send you the envelopes necessary to return your ballot, along with a “Request for Assistance” Form, if needed.
Virginia voters can automatically receive a mail ballot for every election in which they are eligible to vote. Ballots will only be mailed to the residence address listed on your voter registration.
HOW TO BE PLACED ON THE LIST:
Voters must complete an application to be on the list. Complete section 2 indicating that you would like to vote by mail for all future elections.
WHY ARE YOU BEING ASKED ABOUT PRIMARY BALLOTS?
Virginia is an open primary state meaning voters do not register by party. If you would like to vote in primary elections, you must indicate which primary ballots you would like to receive. If you are not sure which primary you would like to vote in, you can complete an application to request a ballot for a specific primary in advance of the election.
WHAT HAPPENS AFTER YOU APPLY:
After you apply, you will receive a letter notifying you that you have been placed on this list. You will receive ballots approximately 45 days before an election.
WHEN YOU WILL RECEIVE YOUR MAIL BALLOT:
You will receive a mail ballot approximately 45 days in advance of an election.
WHAT DO I DO IF YOU DID NOT RECEIVE YOUR BALLOT:
Call the Voter Registration Office at 804-469-4500, option 7.
WHAT TO DO IF YOU MOVE:
If you move within the County, ballots will be sent to the new residence address automatically. If you move elsewhere in Virginia, you will need to submit a new application to your new jurisdiction.
TEMPORARILY CHANGE FOR A SINGLE ELECTION:
If you need a ballot sent to a different address for a single election, you can complete a Virginia Permanent Absentee Voter Single Election Change Form and return it by email to vr@dinwiddieva.us or mail to Dinwiddie Voter Registration Office, PO Box 365, Dinwiddie, VA 23841.
HOW TO STOP RECEIVING MAIL BALLOTS AUTOMATICALLY:
If you would no longer like to receive a mail ballot automatically, complete the Statement to be Removed from Permanent Absentee Voter List and return it by email to vr@dinwiddieva.us or mail to Dinwiddie Voter Registration Office, PO Box 365, Dinwiddie, VA 23841.
CAN I VOTE IN PERSON?
Yes. You can vote in person. Bring your mail ballot with you when you vote in person. If you do not have your ballot, you will be asked to complete additional paperwork and potentially asked to cast a provisional ballot.
By Mail or commercial delivery service (FedEx, UPS.) Postage is prepaid if using the US Postal Service.
Your ballot envelope must be:
- Postmarked (or dated by delivery service) before 7 p.m. on Election Day and
- Received in the Voter Registration Office by 12 noon the Friday after the election.
Please, allow plenty of time for your ballot to reach our office.
Voted ballots may be dropped off...
- At the Voter Registration Office in the Pamplin Building, 14016 Boydton Plank Road, Dinwiddie, VA 23841; or
- In the secure drop box is installed outside the building permitting voters to drop off their ballots 24/7.
If you decide to vote in person, either early or on election day, bring the ballot you received in the mail with you! You will exchange that ballot for a ballot to vote immediately.
Assistance needed to complete you ballot due to a disability, blindness, or inability to read or write?
- An assistance form will be mailed to you if you selected this under section 7C of the Virginia Absentee Ballot Application Form.
- Include the fully completed assistance form in Envelope B with your ballot.
Print-disabled voter and would like to receive your ballot electronically?
- If this option is chosen under section 7C of the Virginia Absentee Ballot Application Form, a ballot will be emailed to the email address provided in section 6.
- You will need to be able to print the completed ballot.
- Proper envelopes to return your ballot will be mailed to you by the General Registrar.
